Speaker: Richard F. Bales Topic: Judgments
Presentation Overview: "Possible judgments” is a phrase often seen on a title commitment. All real estate attorneys know that a judgment is a lien on the real estate owned by the judgment debtor. However, there is a tremendous amount of other information that attorneys have to know about judgments. Dick Bales will talk about not only the “typical” judgment but also about the dreaded (if not feared) Chicago “Recording of Findings, Decision and Order.” Bales has developed a comprehensive treatise on how attorneys and title company can understand and underwrite the “Recording of Findings, Decision and Order.” Bales has also written an equally comprehensive outline of all the various Illinois liens that affect real estate.
Speaker Biography:
Richard F. Bales is employed by Chicago Title Insurance Company as Assistant Regional Counsel and Assistant Vice President. He has worked in the title insurance industry since 1977. He graduated from Illinois College in Jacksonville in 1973. He received his juris doctorate degree from Northern Illinois University (NIU) in 1983 and is admitted to practice law in Illinois.
Bales has been a long-standing member of the Real Estate Committee of the DuPage County Bar Association. As a member of the Education Committee of the Illinois Land Title Association, he has lectured throughout the state on all aspects of title insurance. He has also written numerous articles for the Chicago Bar Association, the DuPage County Bar Association, and the Illinois State Bar Association. These articles include “Land Surveyor Liability to Third Parties in Illinois,” which appeared in the March 2007 issue of the Illinois Bar Journal, the peer-reviewed journal of the Illinois State Bar Association. Some of his articles have been reprinted in the book, Land Surveys: A Guide for Lawyers and Other Professionals, which was published by the American Bar Association in 2012. Bales’ book, A Guide to Residential and Commercial Surveys in Illinois, was published by the Illinois Institute for Continuing Legal Education (IICLE) in 2004 and later updated and reissued in 2011. Bales has also written a chapter for an upcoming IICLE book on title insurance.
