    The new and mysteriously enacted Northwest Housing Preservation Ordinance changes the process for selling multi unit and rental properties in a portion of Chicago. What is this new law, what difficulties does it post for real estate investors and lawyers, and what is being done about it?

    Richard Magnone

    Richard Magnone obtained his Law Degree from the University of Notre Dame in 1996 and a B.S. in Accounting, magna cum laude, from Marquette University in 1993. A regular speaker and lecturer, Richard has presented on topics ranging from law office technology to estate planning and landlord tenant law. He practices in the areas of landlord tenant law, probate, real estate, corporations, and estate planning. Richard Magnone is a member of the Illinois State Bar Association and is a member of the Chicago Association of Realtors Forms and Contracts Committees.

    Overview and explanation of the new Multi-Board Residential Real Estate Contract 8.0. The Multi-Board Drafting Committee is composed of approximately 20 member organizations with 23 members. The committee has been meeting since May 2024 to develop this new contract.

    Paul B. Garver

    Paul Garver is a partner at Hawbecker & Garver, LLC located in Hinsdale. He started his practice in 2003 along with his partner, Tom Hawbecker. His practice focuses on real estate and estate planning. Paul is a member of the IRELA Board of Directors.



    Erica Crohn Minchella

    Erica Crohn Minchella has practiced law and has been licensed in Illinois since 1981 in different iterations, but always in the areas of bankruptcy or real estate. She received her B.A. in English Education from University of Illinois and her J.D. from Loyola University of Chicago. Minchella has taught courses for the Chicago Bar Association, Illinois State Bar Association and IICLE on bankruptcy and real estate matters as well as to local organizations on both bankruptcy and in national continuing legal education programs in real estate matters, both transactions and litigation. She has been a contributor to the Chicago Daily Law Bulletin, ISBA Real Estate Section Newsletter and edited chapters for IICLE. Minchella is a member of the Illinois State Bar Association (Real Estate Section Council), North Suburban Bar Association (former member of the Board of Directors), Justinian Society of Lawyers, Illinois Real Estate Lawyers Association (Vice President), and is the founder and President of Association of Foreclosure Defense Attorneys (now Association of Foreclosure and Consumer Protection Attorneys), as well as being involved in civic and community organizations

    Erica has won top awards from SuperLawyers (12 years), Leading Lawyers (20 years), Avvo, Martindale Hubbel, Midwest’s Top Rated Lawyers, Showmark (Chicago Magazine) and Top Attorneys of North America.

    Teaching is a passion for Erica which she pursues by teaching for ISBA, IRELA and various title companies. She also teaches real estate brokers for various agencies. Her first book, Transforming Troubled Real Estate with Strategic Solutions: Foreclosures, Short Sales, Buying Troubled Properties, and more, was published by Amazon in March 2024.

    Laura Ellis

    Laura Ellis is the chief strategy officer, executive vice president and president of residential sales at Baird & Warner. In this position, Laura partners with leadership across all business units to implement our companywide strategic integration plan and align our sales teams to drive business growth. Laura also has responsibility for the day-to-day operations of residential sales and serves on the company's executive committee.

    Prior to this role, Laura served as Baird & Warner’s senior vice president of sales where she oversaw the operation of all branch offices and the creation of the Baird & Warner Leadership Institute, a unique training program that teaches leadership and business skills to sales associates while preparing them to take on management positions.

    Laura joined Baird & Warner in 1998 as sales manager of the Bolingbrook office. During her eight years as manager, the office consistently broke records in production, recruiting, mortgage and title while earning a reputation for innovative practices.

    In 2006, Laura was brought to the Baird & Warner corporate office to serve as director of sales operations and later as senior vice president of sales.

    Prior to joining Baird & Warner, Laura served as a manager and certified trainer for Century 21 following a 10-year career as a top-producing agent in her office and in her region.

    Esther Philips

    Esther brings over 30 years of dedicated experience in the mortgage industry, with a significant tenure of 13 years at Key Mortgage Services. Throughout her career, Esther has held pivotal roles encompassing operations, training and sales — focusing particularly on sales and sales leadership for the past 20 years. Currently serving as Senior Vice President and Managing Director of Sales at Key Mortgage, Esther leverages her extensive background as a top-producing originator to adeptly balance the demands of business development with deep industry expertise.

Financial Hardship Policy: The Board of the Illinois Real Estate Lawyers Association works provide high quality professional education at an affordable price for its members. The Board realizes that financial hardship may occur, affecting a member’s ability to renew their membership or attend meetings at full price.  In such instances, a member may contact the Board, in writing, with a request for reduced membership dues or meeting rates for a specific period of time. The letter should contain a brief explanation of the hardship. The Board or designated committee will act on the member’s request at its next regular meeting.
