The Cook County Board of Review heard appeals related to Cook County’s 1.8 million PIN numbers during the 2019 session. This webinar will give real estate practitioners the basics of how the assessment and appeals cycle works in Cook County as well as a summary of which arguments work for which asset classes and why.


Nora Devine has been a property tax attorney in private practice since 2005.  She has developed a state-wide practice in all jurisdictions in Illinois and she represents all property classes.  She is active in local bar associations, national property tax groups, and international assessment administration groups.  She has served as past chair of the ISBA’s Section Council on State and Local Taxation, and past chair of the Chicago Bar Association’s Real Estate Tax Committee.  She has given presentations on several topics, including omitted assessments (back taxes), the unlicensed practice of law, specific objections, the Illinois tax appeal process, commercial appraisals, big box assessments, limited scope representation in property tax, ethics, and diversity/inclusion in the property tax and appraisal professions.

Nora is an instructor for the Illinois Property Assessment Institute (IPAI).  She has been teaching classes since 2011 and has been developing courses since 2015.  Nora earned a JD from Loyola University Chicago School of Law in 2005 and was admitted to the Illinois Bar the same year. She has a CIAO designation from the Illinois Property Assessment Institute (2015) and is a licensed real estate broker in the State of Illinois (License 471018384 exp. 2021)

Dan Patlak was sworn into a two-year term as a Commissioner of the Cook County Board of Review on December 6, 2010.  He was re-elected in 2012 and again in 2016 and will run for election again in 2020.  Patlak is fulfilling his pledge to work as the first ever full-time commissioner at the Board.

After graduating from Valparaiso University with a bachelor’s degree in Business Administration, Dan Patlak began his professional career as a real estate Broker in the near north suburbs of Chicago in 1986 and continued in that capacity until 1995. He is a Graduate of the Real Estate Institute (GRI) and has been a member of the National and Illinois Realtors Associations for more than thirty-four years.  Mr. Patlak was employed at the Cook County Board of Review from January 1999 to December 2006. He served as a property assessment appeal analyst for Commissioner Maureen Murphy specializing in residential, commercial apartment and exempt properties. In addition, Dan represented the Board of Review at over 500 Illinois Property Tax Appeal Board (PTAB) oral hearings.

After completing advanced courses in property appraisal required to become a Certified Illinois Assessing Officer, Dan was elected Assessor of Wheeling Township in 2005 and re-elected in 2009. He is a member of the International Association of Assessing Officers. Dan also was an elected Board Member of East Maine School District #63 in the mid-90’s.  He is a Parishioner and Lector at St. Joseph the Worker Church and a 4th degree Knight of Columbus. Dan resides in the Village of Wheeling with his wife Dulce and nineteen-year-old son Teddy.
