About the Speakers 

David Berland

David Berland graduated from the University of Illinois College of Law in May 2011. After law school, Mr. Berland clerked for the Honorable Christopher C. Conner in the United States District Court for the Middle District of Pennsylvania. Mr. Berland spent five years working at Prairie State Legal Services, Inc., a legal aid law firm, representing low-income individuals in a variety of consumer protection related matters and then approximately three years working in the Legal Department of the Civilian Office of Police Accountability (COPA). Mr. Berland became Deputy General Counsel for the Division of Financial Institutions in January 2020.

Bryan Tiller is a native-born Chicagoan.  He completed undergraduate degrees at Morehouse College in Atlanta Ga.  He then moved on to complete graduate degrees from the Duel Degree program in Business and Law at the University of Iowa in Iowa City.  He has worked in the Office of General Counsel for the Chicago Housing Authority.  He has also worked at numerous Law firms throughout the Chicago area, until becoming partner in a small law practice focusing in Real Estate and Civil litigation. He has been the Supervisor of the Title Insurance Section of the IDFPR since 2018.
